Le Petit Rocher

 

The Junction Bridge spanning the Arkansas River in Little Rock, Arkansas and the "little rock" at the base of it.

The name on the rock is spelled Bernard, but the explorer who was the "first to record the existence of a large rocky bluff on the north bank of the Arkansas River" was Jean-Baptiste BĂ©nard de La Harpe, and that's who they're talking about. 

The smaller rock, just upstream from the large rocky bluff, was in an area where it was possible to ford the river.  and that's where the settlement of Little Rock was developed.
