Now Where Did I Put Those Underwear??

People in Nebraska must take their underwear completely off when they go to the bathroom. How else can you explain a problem so widespread that it requires signage? I mean, if your undies are scrunched in a pile at your feet securely entwined around your ankles, how can you possibly flush them?
